Older people usually don't express feelings of love so often and clearly unless it's their husband or wife. So I've been dating a German girl for the past few weeks and last night she signed off on an email with this phrase. You do not seem to 'switch' between platonic, maternal or romantic love and just use the same expression for everything.
And it can be used in the beginning of a realtionship - not in every case cos one is shy. Ich hab dich ganz doll lieb.
Ich Hab Dich Lieb - That also is just my experience as a native speaker. We, among the adult members of our family, express our mutual relationship by listening to each other, showing concern, smiling at each other, giving advice etc, not by explicitly stating something.
Etwas übertrieben, aber das überrascht mich jetzt. Das ist eben gerade einer der großen kulturellen Unterschiede. Ein Deutscher würde das aber in Realität wohl kaum zu Familienangehörigen sagen, ich jedenfalls nicht. Er ist aber doch eher für Lebensabschnittsgefährten und -gefährtinnen, Geliebte und Liebhaber innen reserviert, von denen es ja auch durchaus mehrere, ja sogar mehrere gleichzeitig geben kann. Ich selbst ziehe es daher sogar in Liebesbeziehungen vor, mit Taten, Verhaltensweisen und Körpersprache zu sprechen. Das ist allerdings meine ganz individuelle Sichtweise. I love you so much, baby. Is share a meal with the special people in my life. More llike a toe in the water before taking the plunge and saying those 3 little words which are so scary for blokes! Weil du sie so ganz doll lieb hast. It is not a romantic expression of love, like 'Ich liebe dich'. I never say the latter!!! Mit all den Leuten, die ich ganz doll lieb habe, zusammen was essen.
